作者：杜忠?南開學經(jīng)濟與會發(fā)展研院教授、導，產(chǎn)業(yè)濟研究所長黨的二大報告提，要建設代化產(chǎn)業(yè)系。現(xiàn)代產(chǎn)業(yè)體系現(xiàn)代化經(jīng)體系的重內容。新程加快建現(xiàn)代化產(chǎn)體系，是整、準確全面貫徹發(fā)展理念加快構建發(fā)展格局實現(xiàn)高質發(fā)展的必要求，對全面建設會主義現(xiàn)化國家、利實現(xiàn)第個百年奮目標具有要意義。設現(xiàn)代化業(yè)體系是設現(xiàn)代化濟體系的要內容。有形成現(xiàn)化經(jīng)濟體，我國才更好地順現(xiàn)代化發(fā)潮流和贏國際競爭動，也才為其他領現(xiàn)代化提有力支撐習近平總記指出：現(xiàn)代化經(jīng)體系，是社會經(jīng)濟動各個環(huán)、各個層、各個領的相互關和內在聯(lián)構成的一有機整體”形成高平現(xiàn)代化濟體系，建設創(chuàng)新領、協(xié)同展的產(chǎn)業(yè)系，實現(xiàn)體經(jīng)濟、技創(chuàng)新、代金融、力資源協(xié)發(fā)展，真使科技創(chuàng)在實體經(jīng)發(fā)展中的獻份額不提高，現(xiàn)金融服務體經(jīng)濟的力不斷增，人力資支撐實體濟發(fā)展的用不斷優(yōu)。建設現(xiàn)化產(chǎn)業(yè)體為構建新展格局提有力支撐從國民經(jīng)運行角度，要構建發(fā)展格局從根本上就是要實經(jīng)濟循環(huán)轉和產(chǎn)業(yè)聯(lián)暢通，種產(chǎn)業(yè)關暢通既包區(qū)域層面，也包括業(yè)相互之的，而區(qū)層面的產(chǎn)關聯(lián)暢通賴于形成學合理的域產(chǎn)業(yè)體；產(chǎn)業(yè)層的關聯(lián)暢則是要形以融合、同為主要征的現(xiàn)代產(chǎn)業(yè)體系這個過程是產(chǎn)業(yè)轉升級的過。通過這個過程，根本上提我國供給系的效率競爭力，決各類“脖子”和頸問題，而實現(xiàn)國經(jīng)濟的有暢通和循。我國只加快推進業(yè)轉型升，實現(xiàn)技自立自強發(fā)展更高平的現(xiàn)代產(chǎn)業(yè)體系增強產(chǎn)業(yè)至整個經(jīng)的自主性柔韌性、風險性和持續(xù)性，能更有效提升外循發(fā)展水平更好參與際經(jīng)濟競，形成以內大循環(huán)主體、國國際雙循相互促進新發(fā)展格?，F(xiàn)代化業(yè)體系是動把握新輪科技革與產(chǎn)業(yè)變，有效應新一輪國產(chǎn)業(yè)競爭戰(zhàn)略選擇一方面，大數(shù)據(jù)、計算、人智能等新代信息技迅速發(fā)展廣泛應用標志的新輪科技革正孕育新重大突破新一代信技術與產(chǎn)發(fā)展的各領域的技呈現(xiàn)深度合態(tài)勢，在引發(fā)現(xiàn)產(chǎn)業(yè)體系深刻變革這對我國業(yè)轉型升提供了難的歷史機。另一方，以美國代表的發(fā)國家大力進“再工化”戰(zhàn)略促進“制業(yè)回歸”許多發(fā)展國家也發(fā)自身優(yōu)勢相加快推本國工業(yè)進程，我產(chǎn)業(yè)發(fā)展臨高端回和中低端流的“雙擠壓”局。國際產(chǎn)發(fā)展環(huán)境競爭態(tài)勢要求我國快產(chǎn)業(yè)轉升級，發(fā)現(xiàn)代化產(chǎn)體系，塑產(chǎn)業(yè)競爭優(yōu)勢，提我國產(chǎn)業(yè)際競爭力現(xiàn)代化產(chǎn)體系是有應對各種險、統(tǒng)籌全與發(fā)展基本支撐當前，世百年未有大變局加演進，新輪科技革和產(chǎn)業(yè)變深入發(fā)展與此同時逆全球化潮抬頭，邊主義、護主義明上升，世經(jīng)濟復蘇力，全球問題加劇世界進入的動蕩變期。我國展進入戰(zhàn)機遇和風挑戰(zhàn)并存不確定難料因素增的時期，種“黑天”“灰犀”事件隨可能發(fā)生統(tǒng)籌安全發(fā)展，有應對和化各種風險現(xiàn)代化產(chǎn)體系是實高質量發(fā)和第二個年奮斗目的重大舉。在新發(fā)階段，我要素比較勢和資源境的約束件等都發(fā)了重大的勢性變化傳統(tǒng)產(chǎn)業(yè)展動力難支撐高質發(fā)展，要過發(fā)展現(xiàn)產(chǎn)業(yè)新體積蓄形成的產(chǎn)業(yè)發(fā)動力和產(chǎn)競爭優(yōu)勢實現(xiàn)質量革、動力革、效率革，為經(jīng)高質量發(fā)提供堅實支撐。我只有建立代化產(chǎn)業(yè)系，才能快新舊動轉換，更分地釋放業(yè)化、信化、城鎮(zhèn)、農業(yè)現(xiàn)化同步發(fā)蘊含的能，為實現(xiàn)二個百年斗目標提強有力的撐。 編輯：辛思?
